I think the actual government He wanted was a theocracy ruled by priests and prophets. He didn’t come up with the idea for Israel. The Israelites came up with it because they wanted to be like other nations.
Also, God is not pro first amendment. “Thou shalt have no other gods before me.” Basically there’s one religion. Backed up later by Jesus. “I am the Way, the Truth, and the Light. No one comes to the Father except theough me.”
