They are a prison state, but their people think they're free and they think their government is democratically elected. Governments around the world never miss an opportunity to gain more control over it's own population, so North Korea taking advantage of covid as well ain't that surprising actually.
The only difference is that they probably blame the US for creation of the virus instead of China.
