I would say someone went around filling out applications for people in that neighborhood. Would need to get the archived unredacted site to crossference wether these people are dead/real or if the addresses are even real, etc. It is indeed sketchy.

The street names are real at least. These all come from the same ~10 square block neighborhood.

It is actually much easier than that. All of these ballot application should have a completed section 11 explaining why someone other than the voter filled them out. The fact this information is not in the article is obviously suspect. I have tweeted the journalist asking this question and have emailed the editor asking this question. If I get a reply I will share it.

Or just sat down at a desk and filled out applications from a list of people in that neighborhood.
