The little "hook" at the top of the 'C' is common across multiple ballots.
Like the 'C's, the '2' has an ending point that is higher than the loop making it look like it is elevated. Look at other numbers as they're probably used more often (bigger sample size) than some letters. And the "N" at the end of "Houston, is the exact same shape.
Also, look at the general tradjectory of all of the writing. People don't write on flat line. Some go low to high, high to low, some are flat and some do "waves". Also, some people's letters are more elevated or lower than other letters. Where people cross their "'T"s and dot their "i" (high/mid/low) is usually pretty consistent when your not not thinking about it.
