All of these ballot applications should have a completed section 11 explaining why they were filled out by someone other than the voter. Why this information is not in the article I do not know. I have asked Patrick Howely this question in a tweet and have emailed the editor asking him as well.
I looked at the application it lself and it says that unless you are close relative of the person the form is being filled out for it is a class B felony to witness more than one application.
Never mind. I found it. You are correct that unless related, a person can only witness one application. The witness signatures are needed to know for sure if these were harvested.
Why wouldn’t National File include the information that would conclusively prove whether or not the ballots were harvested. Section 11 and signatures are not shown.
