Honestly neither make sense given the context. Coming from the RV is what "witnesses" are reporting. If it was coming from the police, the message would have made it clear with a "this is the police" before telling people to evacuate. So im going with witnesses for now....which makes it even more confusing. Why would the bomber(s) announce it?

Pede, there's video of the RV playing the announcement, or someone talking into a mic.

We don't know why they announced it, it's the one part of the story that makes no sense.
