in the press conference the cops said there was a recorded warning that bomb would detonate within 15 minutes. There were announcements coming from the vehicle. Just weird.

This happened in front of some AT&T building. I'm going to guess it was some very anti-corporation person who wanted to do some Fight Club type of destruction to corporate property with the same intention of there being no human casualties.

Shit I've been pretty pissed off with my AT&T service maybe it was a pissed off customer.
