Yeah the Iraqi’s would do the same thing...they wouldn’t detonate a primary and then when we all got out from behind armor a secondary would detonate. They watch our TTP’s and adjust their tactics.

I get more of an IRA vibe. They alerted the authorities, had an alert coming from the vehicle, had a painfully obvious suspicious looking vehicle, did it in a city thats on lockdown, on a relatively low traffic street, on a day where most people are home with their family. This wasn't about the damage it was more about the message.

You're right. I was just thinking that the evacuation warning either moves people closer to the source of the warning or gets them to find the closest place to evacuate. If there is one close route, people will take it. If they see something like this beforehand, then they are primed to evacuate only.

Combine the behavior modification with a route directing traffic, and the Feds have maximized damage.
