You're not wrong. You can get a couple XBee Modules and be a mile away to initiate something on a Raspberry Pi, arduino, or anything similar...really not too difficult. A few years back I built a setup with a couple arduinos and XBee modules connected to multiple car horns and car batteries. Pointed them at the neighbors house when they had loud parties until 3AM on weeknights (in the country, their house was a couple hundred yards away and you could hear the music for a few miles out). Any time we heard music like that after midnight we'd just lay on the horns for a couple minutes and they'd shut down...then I'd make sure to wake them up at 6AM the next morning too.
