Nah, it was a way to force people to accept the Patriot Act which reduced freedoms, allowed for constant surveillance, and new wars in the middle east all under the guise of safety. Plus there was the multi-billion dollar insurance fraud/money laundering scheme, and renewed criticism upon "conspiracy theorists" who were probably starting to get just a little too close to the truth.
