The bomb didn't make sense if it was targeting anyone it seems to just been set off as a scare tactic . for one it was put in a area with less windows so less chance of shrapnel so also less chance of building damage. Most likely precursor to jan 6th where probably roomers of more rigged vehicles to scare people away in DC.
