Yeah, the laughter in this interview comes across as a combination of the laughter of shock/nerves and discomfort speaking about something so serious when he's clearly not cut out to be a leader or a steady hand in times of trouble, and knows it.
You see him say that it's "the only explosion that's going to happen in Nashville today," then immediately the nervous laugh starts followed by accelerated blink rate stress response. It's like he realized moments after saying it that trying for light humor in that situation was totally inappropriate, and it also made him realize, "shit, what if it's not?"
For a moment, he then forces himself into serious and reassuring mode, even saying that he's calm. But none of that comes naturally to him; it's like he's playing a role in a tv show. And that's part of why he seems so dishonest.
But I don't there's more to it than that - that he's a bit of a moron, and one of those people who doesn't function in crisis, and is grabbing at the only skills he has - which seem to be playing the affable, handshaking, welcoming, jokey mayor role. Which works well for rubbing elbows and doing the rounds at a donors' party, but doesn't work here, at all.
You can see it again in the longer clip, he answers the question by slipping into his clearly well-worn mayor role, saying how it's an important city, then again laughing nervously as he realizes that his response was inappropriate again.
My take on him, just from seeing this is that he's a fairly hollow man playing a role. The one that's natural to him does not work in this situation, and the one he's trying to maintain, he's failing at because it feels so unnatural. I don't think there's really anything sinister behind those roles; I think he's just sort of empty and weak at the core.

No. A lot of stuff up in the air, but it did happen, we saw the security video with sound. That's all we know for sure.
