Possibly that was someone's intent, but if there's really any serious NSA equipment/operation going on in that building, it would be hardened to practically withstand a nuclear blast and have self-contained power generation capacity sufficient to last at least a couple of weeks.
An AT&T equipment center in the sub-basement of the South WTC tower continued to function for a couple of weeks after the tower collapsed on 9/11, and was finally shut down deliberately by AT&T after they'd finished re-routing all the internet and other traffic that was handled there.
Lots of DCs are splitter/collection sites. I have cabled them up myself, optical splitter=> to mystery cabinet with a camera and an alarm system in the back of the room.
