From my understanding you can listen without the licences but not comunicat without license but honestly when the shit hits the fan pretty sure fcc license will be a moot point.

True...you can listen but not Transmit. FCC regs state in an emergency you don't need a license to transmit. So no need to worry about the laws. HOWEVER....there is a learning curve to finding a station...tuning your equipment, and making connections. It's not a CB where you just tune to 19 and yell "where's the bear?" The ability to Transmit has made me aware of the limitations or issues with my cheap equipment. If you just want to listen..try an SDR (software defined Radio) or DudeStar a software package for DMR (digital radio through the internet)
