If the idea is that these actually came from UAE, or any gulf Arab states, it's a preposterous claim. (When I first read it, I thought, "oh yeah, UAE, internationally known for its low printing costs and scores of low-paid workers that can quickly fill out ballots in English script.")
But he says "UAE plane on the ground in US," so that could be a plane just owned by a UAE national, I suppose.
