Interesting... Seems like it should be pretty easy to see who parked that rv by looking at the cameras. This does not seem to be an rv bomb, though.

Someone was in that building looking for something.
That's why they had the countdown so the person knew when to get the fuck put before the boom. The boom would cover their tracks.
Someone running from the building would also be normal because of the warnings.
A woman who lives in the apartment building directly across the street said it was the RV that was broadcasting the warnings. She said she heard gunfire but now thinks that was sound effects coming from the RV to wake everybody up.
She said she and her family got out just in time.

If you look again, there is a dome-shaped lighten-ing of the sky concurrent with and centered on smoke plume. Maybe it's just an artifact of the poor video, but it's there.
