if 2 sets of electors come in, pence has the obligation to determine WHICH of the sets he accepts. he basically sends a letter back to the states and says, "hey what the FUCK, get your shit together" and if they don't come back with ONE set then he is the one that decides whether or not to accept a set (which goes to the house and senate to confirm) or decertify that state completely
