I think that is the car across the street exploding (chain reaction) from the initial blast. The frame rate is so choppy though it's hard to really confirm it. But the fireball in question IS right near where that car is parked.
It doesn't really make sense it was anything but the RV that initially exploded. They have no reason to lie to us; if it was indeed a false flag, the RV would be easier than putting something under the road anyway.

You could have had a secondary explosion as well.
