Can't be done, paragraph (c)(1) unconditionally prevents services like YouTube from being the publisher of any content uploaded by their users. (c)(2) has some broad and vague "good faith" conditions but that paragraph has nothing to do with the publisher v platform argument. Section 230 needs to be amended to be enforceable.

Reform it, clean up the language, make the punishment for censoring legal speech harsh.
