Came here to say this. At this point, it should be obvious that how it works is we give country x 200 million for something stupid. They "hire" some company to help them do it. That'll be run by Nancy Pelosi's cousin or Schumer's brother or whoever. No experience needed. Country X pockets most of the $, the corrupt get richer and everything continues until we start building guillotines.
