In socialist countries it's common for the parents to simply not care about their kids, the government and the faulty public school system is responsible for raising all kids... and this is the result.

Schools are required to provide "free" food, but keep in mind this food is worse than the shit they serve in their prisons, so most kids buy candy from the local kiosk instead, that's how they get this fat.
