Because they don't want to see the human as evil, rather the machine they work in.
It's called meliorism, and it is the root of all leftist/progressive/communist ideology. "There are no evil people, only bad systems that make good people do bad things. If we could just make a better system, there would be no more evil."
This forms the root of every single thing they believe. They see degeneracy as normal behavior in a messed up world. They do not look at a disgusting crime like pedophilia and think "how can we protect the children!!" they think "how we fix society so that these poor people can be accepted?" The same as they have done with every other degeneracy.
From a religious perspective: They condemn all morality because they seek to label all sin as righteousness, so that they can revel in their now "righteous" sin. The same as all pagan societies that came before them.
It it is not merely misguided, it is not misinformed or brainwashed, it is a heart of evil that refuses to accept their own faults and wants the world to be more like them.
Humans aren't evil. However, this level of agreeableness is a flaw that's being exploited.
We need more people that have a line they wouldn't cross, where they would rather tell their boss "Go fuck yourself", even if it meant death. But since we don't have enough of those, and since after a certain point they're killed off for disobeying... well, I wonder how long "president for life" Xi Jinping will last now that he's "president for life".
The dark triad of personality traits would indicate someone has been being evil and likely refused to change. People "following orders" are not that. They're just machines being used, barely people, like the drones used to take out people. They chose to continue giving up their free will to evil because of cowardice, weakness, and stupidity.

Those are generalizing statements that would have to rely on statistical majority to be right. Let's take psychopathy/sociopathy/antisocial to mean evil here. 1% of people are psychopaths, 4% are sociopaths. So, by that metric, humanity matches "not evil" with about 95% certainty.

Whoa whoa wait a minute. Nguyen Ngoc Loan was not just following orders. He was a General and the Police Chief in Saigon and He was taking out the communist trash in Vietnam. He executed a VC in the streets bc he just killed a General and his family. He had enough PC bullshit and wanted everyone to know it. No one but himself ordered that execution.

Scary, scary things... As a prison employee, I see this also. People "just following orders," or "everyone else does it" are responsible for horrific behavior.
