It's a colo center. All the city switches feeds into that building for the traffic to switch out to Level3/Tata/NTT/whatever. For it to have a redundant generator is normal as if the power goes out on those switches, it shuts off the city from the network.
if you're an IT guy, you should know this and you should know how hot switches and redundant servers can get. You need cooling.
