I'm the past they anticipated lots of room in exchange buildings as populations grew.
However, telco became more IT and the equipment itself over time has shrunk drastically leaving these buildings more empty.
In more recent years they have been selling this space for servers. I have first hand experience of this being the case in Australia. Wouldn't surprise me if it's the same in the states.
