It's usually adrenaline control (or lack there of) that's responsible for stuff like this. Once had a cop show up to a location for an "emergency" and because there was no "emergency" for him to go do anything with he had to unload his pent up adrenaline on the poor delivery guy who just happened to momentarily park his semi truck in a part of the fire lane to unload our pallets.
