Women instinctively know that there is a point, commonly called The Wall, at which their good looks fade and their primary source of setting themselves up for later in life is over. If they haven't spent their late teens and 20s searching for a good dependable man and making themselves into a life-mate for that man that he'll want to keep around even after their looks fade, they realize they wasted that time and now it's gone and not coming back. When faced with this fact, many lash out against the very idea of it. They're angry they pissed away their chance to use their looks to attract a mate, so they resent the whole idea of "looking good" and try to make a show of how much they 'don't care' and reject the idea on its face by deliberately making themselves look even worse.
A woman who cuts off or otherwise ruins her hair is very often a victim of sexual abuse. Ask any psychiatrist. Hitting 30 is about the limit of what a person can take and they start rebelling.
