I feel like this might be the staging even of something greater - media blackout. If what I've read here is true, signals were interrupted all throughout the neighbourhood. Think about what that could mean on the January..... Every single livestream in the area would just go by the wayside. Not a single call going out, not one going in. This is just going off on pure intuition. If someone has a better idea, I'd like to hear it. That being said, something to think about.

Can't be emphasized enough. Livestreams are important for the entire world to know what happens on that day and every other day after that. These cell network buildings must be protected at all times.

Definitely seems like a test run. The weirdest part is the vehicle loud speaker was giving the warning to evacuate. First time I've ever heard a boomber ever do that. 🤔
I've seen reports that the bomb wasn't even in the RV, that the blast came from the building... doubtful, but if so, the "gunshots" previous to the blast might have been destroying devices. The "evacuate" [which didn't mention a bomb, BTW] verbal alarm might have been the Halon deployment alert for the facility.
If the larger explosion were in the cable vault, [The room where outside conduits enter the building and slack is stored for splicing] the blast could and would go out into the street.
