But there's a problem. NDAA override monday, insurrection act cannot be used after that
I don't fully understand this issue, but it does stand to reason that since the insurrection act falls under the presidents right in the constitution, that this would supercede any restriction the legislature would try and impose on this right.
It's like the state legislators appointing their own electors. Yes, they delegated this power to various other members of the government, but they were able to seize it back at their pleasure, because it was constitutionally enumerated.
Carry this logic out, and any supermajority could take any action against the executive branch. Including dissolving the office of the president. Both houses of congress pass a bill stripping the executive of all power, president vetoes, and they override.
Obviously this is unconstitutional in a broad example, and it is also unconstitutional in the narrow example as well.

They cannot over ride the Insurrection Act with the NDAA even if the "put it in there".
