Download the text and do a search for Insurrection. If passed it says that Trump will not be able to use it unless Congress approves him using it. This was before Trump veto'ed it and sent it back to Congress though. So I am not sure if this amendment was going to stay in there or not but it is there in this amendment.
All I know is the Insurrection Act becomes null if Biden is officially assigned those Elector votes because he will at that moment be constitutionally the President-Elect regardless of the election being defrauded and stolen.

No place has shown that part of the bill to be present. Please show your proof.
I have both bills downloaded they passed recently and I have not seen the word insurrection present.
