Well hell, I must be doing something wrong in the uncivilized part of Europe. 5'9" 230 lbs, 620 lbs squat, 400 lbs bench, 715 lbs deadlift, raw. Natural, unless you count occasional protein powder & creatine use as not natural.
I can't give you official, hormone expert advice obviously but what I can say is: 1) eat as much meat as possible and don't skip on veggies. Pickled veggies are even better than regular. Garlic & onions are the king & queen of T production. 2) lift weights with an emphasis on progressing in terms of weight lifted. In order to handle the weight increase the body needs to up the T levels to increase muscle mass. 3) spend at least 1 hour in the sun on sunny days. Vitamin D is your friend. 4) cold showers. Testicles love the cold and perform better in it. I take them whenever I have a bad night's sleep. 5) that being said, sleep as much as possible. 6) try to avoid getting sad. Sadness decreases test levels and increases cortisol. Being stoic pays off. 7) make sure you "get off" once per day at the very least. Doesn't matter if it's with a spouse or by yourself watching porn. It's still technically sex. The more sex one has, the higher the T levels. Will also help you cut the risk of prostate cancer in half.
How do I know this shit works? My dad, my uncles and even my brother (1,5 years younger) are all skinny and hairless. None of them are into lifting or any sport and don't care about their diet and habits. Meanwhile I'm muscular as shit and near King Kong levels of hair on my belly, chest, shoulders and back.

For low T there are a few things you can do.
Drink plenty of water, replace much of everything you drink with water.
Get good rest. Make sure you're getting plenty of sleep and good sleep.
Healthy diet with plenty of protein and fats. Add plenty of dark veggies. Lower your carb intake.
Lift heavy things and exercise.
Supplement vitamin D and zinc
Number 4 will be the biggest but 1 through 3 do a lot and make #4 more efficient.
