That's not what that says at all. It says the death rate is not substantially out of normal bounds so a lot of these people that died likely would have died from something else if not this. It's killed people. It's just not some super murderous death virus. It's not airborne ebola.
The title is misleading for sure. Otherwise, your summary is spot on.
