A lot of businesses have been gutted, restaurants maybe the most obvious, but not the only ones hit. Any business to business that sells equipment, or office products in my area of the country has been devastated and I am sure there are others.
Businesses are not spending on new equipment, and most of the companies in my area (leftist Northeast), are still working from home

Sorry to hear that. I would suggest finding something to do while you figure things out. Money isn’t a real thing unless humans are working to give it value. Our time and assets are the only real aspects of our economy, and value is only generated by human work and desire. No amount of handout will fix this issue, but it will feed and house people long enough for them to find a new source of income.
Then let it have its natural effect. Bailouts are idiotic.
