Al vaccines have reaction risks, from feeling tired, to giving you mental damage, to death. Or maybe your body has no issues and you just keep on rolling with no effects at all. But the risk is still there. Then you weight the risk of what you're protecting yourself from. Polio? Paralysis is quite a risk if the infection rate is high. Vaccine might be a risk worth taking. But risking a bad reaction just so I MIGHT not get the flu, or just get a milder case of the flu? Risk assessment doesn't check out.
