So much this. There have even been studies with all economic backgrounds, you only have to give someone (I'm guessing from memory) about 20k a year to keep them docile and not seek work or improvement.
They made dependents because when the real Americans fight back, who do you think will be fighting for the establishment? The people who rely on them to put food on the table.

Stealing 20k worth of stuff is clearly wrong and would land you in jail. But as long as the gov't gives you that 20k on paper, even though you haven't done anything to earn it, now you can just walk right into stores and take whatever you want. It's essentially legal robbery.
