I don't know the numbers, but deaf people have a very strong lobby -- which is good of course and the reason why when libs were pushing inclusive classrooms (which really was designed to strip the constitutional right for parents to have a say in where their children are educated) deaf people were excluded from their proposals

I used captions for my kids when they were young (not deaf) so even if they were watching TV they were improving their reading skills
