You're a couple decades off, and not familiar with FBI history.

J. Edgar Hoover was a loathsome man who never personally worked a case. He worked in the office his entire career and stepped into the Newly created FBI at the time of the Osage murders.

An excellent book about the murders/FBI is "Killers of the Flower Moon: The Osage Murders and the Birth of the FBI"
