Needs to incorporate companies called "Pakistan", "Venezuela", etc immediately and spend the money into those companies, then tax them at 100% (simply shell companies, or have them "overpay" their corp taxes back into the treasury.. or better, just issue checks from those companies to the American People, end run around congress!
