Think about this, he bought himself some time. IF he veto's both the covid/omnibus bill and the NDAA, right now the congress would over ride his veto and they go into law. IF he did not do anything, both bills become law after 10 days. IF he does what he did, congress has to go back and put something together that may or may not address the issues the President brings up, that will take some time to do. IF they send him something back that doesn't meet his issues, a new congress is seated after Jan 4th, the house will be very close to 50/50 and they wouldn't have the veto over ride votes to kill his veto. So, he is buying himself some time.

I think someone explained this the other day as a “pocket veto” which allows the bill to be sent back to congress for revisions. He waited the full timeline to veto it and request changes before sending it back to essentially run out the clock for the current congressional session.

Basically it’s optics. Trump hasn’t ‘signed’ the bill. He basically says he will sign it if congress removes the shit. It’s all for the media
