Basically Trump invoked ICA 1974 to tell congress, ok , I signed the bill in full but I don't like spending item A, B,C and D for reasons 1, 2, and 3. So you please consider removing these four spending items. If congress agrees to remove item A, B, C and D, good; but if they disagree or simply do nothing, after 45 days from today, the bill will be in full force including item A, B, C, D. You must have a great confidence on Congress to believe they will remove A, B, C and D.
i never said i have confidence in congress, and in fact i probably never will. but 45 days will be totally different from today. as long as the bullshit is not official until then i am fine with that.
President asked Congress to review areas the President has marked for concern. Congress may review and remove. (MAY). If they do shit about it the funds must be disbursed within 45 days of today.
It does nothing but give congress one more chance to remove marked items and delay the disbursement of funds.
Congress isn't going to do shit about voter fraud or foreign aid.
They'll just run the clock.
