  2. GEOTUS looks bad if he denies or delays aid to Americans 3)bill is not popular with Americans because of the pork, but many NPCs dont care and just want the money

He couldn't win outright, so he got a strategic benefit by making Congress own the pork. He can still get the aid to Anericans out but hold back the pork till his next term when things may be very different.

This is the correct take right here. It's not great news but it's what we have and it's realistic and not that doomy.
