This is a decent move. He signed a bill for $600 - the majority of Americans will be pissed that it isn't $1200 or $2000. They now need to get him a revised version or the current version stands, which would be an optics disaster for Congress.

The foreign aid will be delayed. People will then be waiting to find out if Congress plans to send their money overseas or send it to them, the folks they actually represent.

They thought they could force him to sign the bill and that would be that. Now the microscope is on THEM.

Except Congress doesn't care about optics or what we think. They already proven that they can vote themselves into power and don't need us so why would they care?
