Congress will write a rescission bill, not pass it and then trump will be forced to spend the money as it was.

This isn’t what he thought it is, IMO. If you read the process, they have 45 days or they can ram it through. All that is required to quash the redlining is to vote down the rescission bill with a simple majority.

I’m failing to see how this isn’t just signing the bill with an extra step by congress to deny his rescissions.

Actually I think this is genius.

With the eyes of the nation more focused on this pork bullshit than ever before, he has just granted people their stimulus money while simultaneously sending the pork back to congress. Now they have the following options.

  1. Take the pork out of the bill

  2. Ram the pork through again, but this time without the excuse that the point of this is to give people their money.

He basically just dared congress to look the American people in the eye and give their money away right in front of them without even having a cover story.

The redlined items go back to Congress, everything he agrees with moves forward. The wasteful items won't be voted on til next Congress, sometime after Jan 3. The dems will have a smaller majority and Nancy may not be speaker. The people will be able to see who wants the pork and who doesn't. This was a masterful move, given the options.

They have the alternative of writing a rescission bill with a 12 hour maximum debate limit combined and a simple majority to pass or deny. If they deny, the bill he signed will be enforced.

This is an OMNIBUS bill, right?? Isn't there something that Trump signed months (years?) ago that essentially means that regardless of where funds in an omnibus bill are "meant to go," that Trump can just send them wherever he wants regardless??
