This is an OMNIBUS bill, right?? Isn't there something that Trump signed months (years?) ago that essentially means that regardless of where funds in an omnibus bill are "meant to go," that Trump can just send them wherever he wants regardless??

Yes, I believe so. It was being talked about here right when the bill was originally being talked about. But everyone decided to be doomers instead.
