This isn’t what he thought it is, IMO. If you read the process, they have 45 days or they can ram it through. All that is required to quash the redlining is to vote down the rescission bill with a simple majority.
I’m failing to see how this isn’t just signing the bill with an extra step by congress to deny his rescissions.
The redlined items go back to Congress, everything he agrees with moves forward. The wasteful items won't be voted on til next Congress, sometime after Jan 3. The dems will have a smaller majority and Nancy may not be speaker. The people will be able to see who wants the pork and who doesn't. This was a masterful move, given the options.
