The 1974 act from what I can tell basically is a political move that says "you must be able to explain how the budget amounts described in the covid bill are relevant towards the purpose of the bill" which means all the stupid shit they put in the bill will be thrown away per the presidents discretion. Seems like a good move for the stimulus bill for the working class.

No, the president doesn't get to decide what's in the bill, that's up to Congress. He can sign it or veto it. He can't only sign the parts he likes.

No, that's not true, unless Trump used the ICA to block that funding. Trump selectively blocked funding, so the parts he didn't block will be distributed now. The rest will be withheld until the end of the 45 day period, but it'll be withheld and prepped to be distributed right away after that period is up. That's what I meant by "right away," sorry that wasn't clear.
