I'll double check, but if that is true, that is a very important point. If there is martial law or similar, will there be another session in 2021? Not for a while I'd wager, long enough to remove the bad apples, then have the good guys clean up the mess.

It is a mixed win.
The funds may very well go through. HOWEVER:
-Trump's veto would have been worthless, they have supermajority and would have rammed it through.
-This puts the spotlight back on them, naked in front of a very angry constituency, about 1/2 the country at least, and buys time to drag them into the spotlight more.
-Buys time, and some breathing room.
-There may be some other laws/provisos which could work in tandem with it that we don't know about.

The Act allows the President to “air” issues over drunken spending by Congress. Now Congress will be forced to address those issues, publicly.
For example, why are we giving tens of millions of dollars in foreign aid for “gender programs”?
Can Congress ignore him? Yes. But after 45 days.
