From what I can tell this has everything to do with financial spending and nothing to do with the election - he just says the house and senate are to look into the fraud evidence.
The 1974 act from what I can tell basically is a political move that says "you must be able to explain how the budget amounts described in the covid bill are relevant towards the purpose of the bill" which means all the stupid shit they put in the bill will be thrown away per the presidents discretion. Seems like a good move for the stimulus bill for the working class.
I swear if we get a relatively pork free stimulus that isn't 600 bucks and doesn't rob us blind for Pakistan trans brainwashing I will vote for Trump in 2024 for a 3rd term even if he isn't on the ballot because of dominion
which means all the stupid shit they put in the bill will be thrown away per the presidents discretion.
No, the president doesn't get to decide what's in the bill, that's up to Congress. He can sign it or veto it. He can't only sign the parts he likes.
Put simply, if the President wants to spend less money than Congress provided for a particular purpose, he or she must first secure a law providing Congressional approval to rescind the funding in question. The ICA requires that the President send a special message to Congress identifying the amount of the proposed rescission; the reasons for it; and the budgetary, economic, and programmatic effects of the rescission. Upon transmission of such special message, the President may withhold certain funding in the affected accounts for up to 45 legislative session days. If a law approving the rescission is not enacted within the 45 days, any withheld funds must be made available for obligation.
A 2018 Government Accountability Office legal opinion holds that if the President proposes a rescission, he or she must make the affected funds available to be prudently obligated before the funds expire, even if the 45-day clock is still running. This means, for example, that the President cannot strategically time a rescission request for late in the fiscal year and withhold the funding until it expires, thus achieving a rescission without Congressional approval.
fuck you. handshake doomer. read the law itself rather than some blog as a source.
congress now has 45 days of session (https://www.congress.gov/days-in-session until LATE MARCH)
to " If both Houses have not approved a rescission proposal (by passing legislation) within 45 days of continuous session, any funds being withheld must be made available for obligation."
approve Trump's redlining. big things will happen b/t now and late march.
The source that I copied that from is the House Budget Committee, not some blog. And again, the funds will be prepped for distribution right away if Congress doesn't agree to the rescissions.
LISTEN: 45 congressional days, as I've said before, ends up in LATE MARCH. That isn't right away! They have to either listen and do as Trump says, or wait out the "much needed" aid of $600 until LATE MARCH.
What will they do, I wonder? They can either enrage the public, or agree that Trump is right and do the right thing. Trump came out on top AND proved he (or his advisors) know a thing or 2 about swamp laws, AND USED A LAW THAT WAS MEANT TO WEAKEN A PRESIDENT AGAINST THEM/THE SWAMP. Genius play.
Like I've said, it's around 3 months until that timer runs out, and by then, he'll be president, could appropriate the funds under "emergency act", and browbeat fags and RINOs into submission with his 2nd term. Not only that, but public support for swampcreatures that withheld funding for 3 months would be terribly low.
If Congress doesn't agree, they have to pass legislation testifying to the usage of the line item. They have to come out and say similar to "transgender training in pakistan is good and we support it. Its not to pay election bribes, we promise!"
If they don't strike it, they don't approve it, the funds stay in limbo for 45 session days. So like March.
I'm about 60% convinced some of that is time sensitive bribe money, so they have a vested interest to get it moving asap.
Keep your eyes peeled for some interesting debates about to happen.

No, it won't.
That is the whole point.
