Not only can it be ignored, it is most of the time. In fact the Impoundment Act was created under Nixon to prevent him from blocking money to programs he opposed. So I’m not sure how or why this is being claimed as a win.
It is a mixed win.
The funds may very well go through. HOWEVER:
-Trump's veto would have been worthless, they have supermajority and would have rammed it through.
-This puts the spotlight back on them, naked in front of a very angry constituency, about 1/2 the country at least, and buys time to drag them into the spotlight more.
-Buys time, and some breathing room.
-There may be some other laws/provisos which could work in tandem with it that we don't know about.
