It is a mixed win. The funds may very well go through. HOWEVER: -Trump's veto would have been worthless, they have supermajority and would have rammed it through. -This puts the spotlight back on them, naked in front of a very angry constituency, about 1/2 the country at least, and buys time to drag them into the spotlight more. -Buys time, and some breathing room. -There may be some other laws/provisos which could work in tandem with it that we don't know about. -Lets hope treason can work in 45 legislative days or less!
