No, that's not true, unless Trump used the ICA to block that funding. Trump selectively blocked funding, so the parts he didn't block will be distributed now. The rest will be withheld until the end of the 45 day period, but it'll be withheld and prepped to be distributed right away after that period is up. That's what I meant by "right away," sorry that wasn't clear.
You can yell at me all you want, it won't change the facts. The president signs or vetoes bills, he doesn't get to make the law; that's Congress's job.
